The basics of Citizenship by Investment

What it is

Egypt's Citizenship by Investment Program grants Egyptian citizenship in exchange for one of three qualifying capital commitments: a $250K non-refundable donation to the Egyptian Ministry of Finance, a $300K investment in qualifying Egyptian real estate held for five years, or a $500K bank deposit held for three years that is fully refundable at the end of the holding period. After due diligence and government approval, you receive an Egyptian passport. The whole engagement typically runs six to nine months.

Who it’s for

  • Families wanting a sovereign second passport with a refundable capital structure
  • Investors with $500K+ in liquid capital who prefer the refundable bank-deposit route
  • High-net-worth individuals with $250K+ for the donation route
  • Real estate buyers interested in Cairo or Red Sea property at the $300K threshold
  • Clients building geographic optionality across Africa, the Middle East, and the eastern Mediterranean

Why it’s beneficial

Egypt's CBI program is structurally unusual in one important respect: the $500K bank-deposit route is fully refundable after three years. You commit capital, receive citizenship, and repatriate the principal once the holding period ends. No other major CBI program offers a refundable structure at this price point. Combined with strategic positioning at the corner of Africa, Asia, and Europe, the program is well-suited to clients building a Plan-B presence with exposure beyond the standard Caribbean and European options.

Key benefits

The outcomes the Citizenship by Investment actually delivers, beyond the headline numbers. The six that matter most to our clients.

  1. Refundable bank-deposit route

The $500K bank-deposit route is fully refundable after three years. No other major CBI program offers a refundable structure at this price point. The opportunity cost is the interest-rate spread during the three-year hold.

  2. Six-to-nine-month timeline

Clean applications close in six to nine months. The bulk of the work happens in the first three months; due-diligence runs another two to three months; final approval and passport issuance follow.

  3. No physical-presence requirement

No minimum stay before applying, after applying, or to maintain. Citizenship is granted for life regardless of where you live. The oath can be administered remotely through an Egyptian consulate.

  4. Strategic geographic positioning

Egypt sits at the corner of Africa, Asia, and Europe. The Suez Canal handles roughly 12% of global trade. For families building geographic optionality beyond Caribbean and European jurisdictions, the position is uniquely useful.

  5. Family on one application

Spouse or registered partner, dependent children up to age 21, and dependent parents qualify on the principal application. Each family member receives the same Egyptian citizenship.

  6. No Arabic-language requirement

The application process, government interviews, and legal documentation can all be conducted in English with translation support. There is no Arabic-language test or civics exam at any stage.

Investment options

3 routes into the same residency. Each fits a different financial picture.

Most popular

Government Donation

$250,000

Non-refundable contribution to the Egyptian Ministry of Finance. Fixed-fee for the principal applicant; family members add tiered fees. The cleanest and fastest route through the program.

Real Estate Investment

$300,000

Investment in qualifying Egyptian residential, commercial, or development property valued at $300K+ in your name. Property must be held for five years before resale. Recoverable at exit, subject to market conditions.

Refundable Bank Deposit

$500,000

Deposit $500K in an approved Egyptian bank as a fixed-term certificate for three years. Fully refundable at the end of the three-year holding period; the principal is recoverable. The opportunity cost is the interest-rate spread between Egyptian and US deposit rates during the hold.

Choosing the right route is half the work. We model the comparison against your portfolio in the Consult.

How the process works

  1. Contact us

Reach out and tell us about your situation. From there, you'll either book a 60-minute Freedom Consult (if you're weighing options across countries) or get started on this route directly (if you already know it's the right fit).

  2. Engagement and document gathering

We coordinate the document pack: passports, birth and marriage certificates, FBI background checks, source-of-funds documentation, professional references, medical certificates, and the application forms themselves. Typically 8 to 10 weeks.

  3. Application submission

Our Egyptian partner counsel files the application with the Egyptian General Authority for Investment. Filing triggers the government's due-diligence investigation.

  4. Due-diligence period

Egyptian authorities investigate every adult applicant: financial background, criminal record, prior visa refusals, and political-exposure status. Typically 60 to 90 days. We pre-screen the same criteria at engagement.

  5. Approval-in-principle and investment commitment

Upon successful due diligence, the government issues approval-in-principle. You then make the qualifying investment (donation, real estate purchase, or bank deposit). Investment must clear before citizenship is issued.

  6. Citizenship grant

Egyptian citizenship is granted by Presidential decree. The oath of allegiance can typically be administered remotely through an Egyptian consulate or embassy.

  7. Passport issuance

The Egyptian passport is issued following the citizenship grant. Passports are valid for seven years and renewable indefinitely. There is no ongoing presence requirement.

Egypt's distinct advantage is the refundable $500K bank-deposit route; no other major CBI offers this structure. Antigua and Dominica deliver materially stronger visa-free mobility on the passport itself. The right fit depends on whether capital recoverability or mobility is the priority. We don't earn more if you pick one over another.

Why clients work with us

Three reasons families pick Freedom Files over the do-it-yourself path or a single-jurisdiction agent.

First-hand experience

We know the Egyptian General Authority for Investment from active engagements. The process looks simple until source-of-funds documentation gets requested in detail.

Honest recommendations

About a third of Egypt inquiries end with our recommendation against engagement. We tell you when a Caribbean CBI fits cleaner for raw mobility.

Pro counsel from the start

Every engagement runs with US-licensed counsel from the first call. The refundable-deposit mechanics and US tax implications are mapped before the application is filed.

How does the refundable bank-deposit route actually work?

Under the $500K bank-deposit citizenship route, the applicant deposits the qualifying amount with an approved Egyptian bank, the deposit is locked for three years, and during that period the citizenship is granted. After three years, the principal is repatriable. This is a genuine refund, not a fee waiver. The opportunity cost is the interest-rate spread between Egyptian and US deposit rates during the holding period; we model the trade-off during the Consult.

How strong is the Egyptian passport?

The Egyptian passport currently grants visa-free or visa-on-arrival access to roughly 50 destinations. It is materially weaker on raw mobility than European or Caribbean-CBI passports. The strategic value of Egyptian citizenship is the geographic optionality (Africa, Middle East, eastern Mediterranean) and the refundable-deposit structure, not standalone visa-free travel. The passport sits alongside your US passport.

Do I have to visit Egypt at any point?

Visiting Egypt is not required at any stage of the process. The oath of allegiance can typically be administered remotely through an Egyptian consulate or embassy in your country of residence. Most clients choose to visit at least once after receiving citizenship, but it is not a condition.

What about the political environment?

Egypt has a stable, centralized government and runs the CBI program as a meaningful contributor to the national budget. Programs of this scale at this price point are politically supported across the spectrum. We track every public consultation and brief active engagements within hours of material policy moves. We do not place engagements into jurisdictions whose stability we cannot underwrite.

Can my family come with me?

Yes. Spouse or registered partner, dependent children up to age 21, and dependent parents qualify on the principal application. Each family member receives the same Egyptian citizenship.

Do I have to learn Arabic?

No. The application process, government interviews, and legal documentation can all be conducted in English with translation support. We pair every engagement with a bilingual Egyptian counsel who handles the language interface.

Will I have to give up my US citizenship?

No. The United States and Egypt both permit dual citizenship. You hold both passports indefinitely.

Ready to talk?

Two paths in. If the Citizenship by Investment is clearly the right program for your family and you’re ready to engage, contact our team directly. If you’re weighing this against other programs and want an honest read on the right move, the Freedom Consult is the sixty-minute conversation that ends the loop.
