  1. The fastest CBI timeline on the global map

Vanuatu's Development Support Program issues citizenship in one to two months for clean files. No other sovereign CBI program currently operates at this pace. For families with a near-term deadline (corporate move, tax-residency planning, geopolitical concern), the speed advantage is structural.

  2. Fully remote processing

No visit required before, during, or after the application. The oath of allegiance is administered remotely or through any Vanuatu consulate. Citizenship is granted for life regardless of where you live. This is among the most logistically simple CBI processes in the world.

  3. English as a working language

Bislama, English, and French are all official, with English as the primary working language for the CBI program and most legal and business contexts. Every form, every interview, and every interaction with the program runs in English with no language test at any stage.

  4. A tax regime built for mobility

Vanuatu imposes no personal income tax, no capital-gains tax, no inheritance tax, and no withholding tax on individuals. Acquiring citizenship does not change your tax position. The passport sits alongside any other tax or estate planning structure without interference.

  5. Family in one application

Spouse, dependent children, and dependent parents qualify under a single application with modest tiered add-ons after the principal applicant. Future-born children can be added later for minimal additional cost.

  6. A Pacific base with regional reach

Vanuatu's passport grants visa-free or visa-on-arrival access to roughly 90 destinations including the UK, the Schengen Area, Hong Kong, Singapore, and most of the Commonwealth. For families building optionality with Pacific and Commonwealth-network exposure, the regional positioning is meaningful.

How does the one-to-two-month timeline actually work?

Vanuatu's Development Support Program is purpose-built for speed. Document gathering, source-of-funds packaging, and due-diligence preparation happen in the first three to five weeks. The government's due-diligence and issuance phase typically runs three to five weeks after submission. We have closed engagements as quickly as 30 days; we have never seen a clean file run past three months.

How strong is the Vanuatu passport?

Vanuatu's passport currently grants visa-free or visa-on-arrival access to roughly 90 destinations, including the United Kingdom, Schengen Area (status varies and we track closely), Hong Kong, Singapore, and most of the Commonwealth. It is materially weaker on raw mobility than Caribbean-CBI passports. The strategic value for most clients is the second citizenship itself, sitting alongside the US passport, and the speed of acquisition.

Do I have to visit Vanuatu at any point?

Visiting is not required at any stage. The oath of allegiance can be administered remotely through a Vanuatu consulate or partner mission. Most clients never visit; the process is purpose-built for remote completion.

Who counts as family for one application?

Spouse or registered partner, dependent children, and dependent parents qualify as beneficiaries under a single application. Family pricing scales modestly per additional dependent. Future-born children can be added later for minimal additional cost.

What are the tax consequences for me as an American?

Acquiring Vanuatu citizenship does not change your US tax residency or worldwide-income filing obligation. Vanuatu itself imposes no personal income tax, capital-gains tax, or inheritance tax, so the Vanuatu side is light. The passport sits alongside any other tax strategy without interference.

Will I have to give up my US citizenship?

No. The United States and Vanuatu both permit dual citizenship. You hold both passports indefinitely.

What does the due-diligence process look like?

The government engages independent international due-diligence firms to investigate every adult applicant, covering financial background, source of funds, criminal record, prior visa refusals, and political-exposure status. We pre-screen every engagement against the same criteria. We do not place engagements with applicants whose files we cannot underwrite.

How life compares

Eight factors, against the US baseline

The dimensions that decide whether a place is workable once the visa lands.

English

Official, widely used

English, Bislama, and French are all official; English is the primary working language for the CBI program, government, and most business contexts. There is no language barrier at any stage of the application.

Cost of living

Not the practical question

Most CBI clients do not relocate to Vanuatu. The passport is the deliverable; the lifestyle cost on the islands is not the relevant trade-off. For the rare clients who do visit, expect Pacific-island pricing for imported goods.

Taxes

No personal income tax

Vanuatu imposes no personal income tax, no capital-gains tax, no inheritance tax, and no withholding tax on individuals. The passport does not change US tax obligations, but Vanuatu itself is a clean tax environment if you later relocate.

Quality of life

Pacific-resort experience for visitors

Vanuatu offers genuinely off-the-grid Pacific living. World-class diving, untouched beaches, friendly local culture, and tropical climate. Limited tourism infrastructure outside Port Vila and the resort islands keeps the experience authentic.

Safety

Calm by Pacific standards

Vanuatu has low violent-crime rates and a peaceful civic culture. Petty theft is uncommon outside the main urban areas. The country is politically stable within the Pacific Islands Forum framework.

Travel connectivity

Limited, regional

Port Vila connects to Brisbane, Sydney, Auckland, Fiji, and Honiara directly. Long-haul international travel typically connects through Brisbane or Sydney. Not a practical hub for transcontinental travel, which is part of why citizenship is the deliverable rather than the relocation.

Infrastructure

Basic, with capital concentration

Port Vila delivers functional utilities, mobile coverage, and basic services. The administrative apparatus around the CBI program is more polished than the broader infrastructure, given its meaningful contribution to the national budget.

Healthcare

Basic locally, evacuate for complex

Primary care is available in Port Vila. Complex medical procedures typically require evacuation to Australia or New Zealand. Most CBI clients will never use Vanuatuan healthcare given the no-residency-required structure.
